I'd like to apologize for the lateness of this summary. It seems that Power Services can't get things quite right in LTR sector. Still.
The complete guide to all acts, both mandatory and forbidden, performable in Alpha Complex. Absolutely clear and comprehensive, organized for ease of use by category. The entirety of the laws are, by default, GREEN clearance, though certain sections have higher restrictions (up to ULTRAVIOLET), and simplified (and even an InfoGlyph) and redacted version is available for clearances down to INFRARED. Note that as the entire document exceeds 3000 pages at our clearance, I've chosen to simply give its macrostructure and some comments.

Comments:
And the relevance to the Toothpaste_Disaster is... what, exactly? I mean, we're all ULTRAVIOLETs, we all know about the Laws of Alpha Complex ed. 39/B.3.9 and such. Presumably there's something specific regarding the Laws that has some bearing on the Toothpaste_Disaster, or else there wouldn't be a need to write an entry about them for this report.

I could be mistaken, but it seems to me that we are to fill in these references under the appropriate categories to gather a (more or less) complete listing of all the treasonous law-breaking activity which has gone on during this disaster... It would be most convenient for that purpose, as I have any number of treasons to report therein.

Considering that you, yourself, cited the LAC ed. 39/B.3.9 in your entry on Information_Distortion, I'd have thought you of all people, Jan-U, were clear on the significance of the current edition of the Laws, as regards the Disaster. Why else would you have cited it?

Well, as clearly stated in LAC ed. 39/B.3.9 Section 2B8.2 - 2B8.9, it is mandatory to include at least an outline of the latest LAC release for reference in each and every event report created as a group by more than 3 clones. Hell, if the CIT sector administration had their way, (and it almost happened, they needed just 140 more supporters in the last election), we'd also have to cite the most relevant forty-six pages from the LAC on each and every form filled out by each and every clone. Yes, that does include the incredibly helpful and useful Form 404: Form Not Found Form.
