Jamming Equipment
Class III Jamming Equipment has been found in numerous locations affected by the Toothpaste Disaster. This equipment is capable of interfering with a wide variety of radio-based communications, including those used by Comm Units and Remote_Surveillance_Drones. The origins of this jamming equipment varies, including designs used by both the Armed Forces, and Internal Security. Experimental designs attributed to Research & Development have also been found.
Curiously, no disrupted communications have been reported which can be directly attributed to this jamming equipment, though many of the units have shown signs of recent use. Whether this is because the jamming equipment was used only during events causing other significant disruptions of communications, or because it was being used for some alternative purpose all-together is not clear at this time. A further analysis of alternate uses for Ultra_High_Frequency_Radio_Waves is warrented, and has been commissioned.

Another possibility is that the jamming equipment was used, not to jam official Alpha Complex transmissions, but to interfere with unofficial, and likely illegal, communications. This could be a legacy from the conflicts between the Secret_Societies_Involved_In_the_Toothpaste_Disaster.

Ah, excellent - knowing this, techs were able to identify a second one of the three devices found on the DYT Sector Paste-'n-Spackle Pipeline; it seems to be one of the highly experimental versions of Class III Jamming Equipment that you mentioned, modified for a pneumatic power source - in other words, being powered by the DYT Sector Paste-'n-Spackle Pipeline.
(The first one was the Borscht_Generator. The third one is still being looked at, at the time of this writing.)

Jan-U, I agree that it is a clear possibility that these devices were being used to jam unofficial, illegal, or otherwise traitorous communications rather than any sanctioned radio broadcasts. The question arise, though, as to whether they were being used by multiple unrelated individuals or groups, or if they are all the responsibility of some singular entity.
